In my Android Drive App the bar is at the top. I can select multiple files by long-pressing on the first one, then tap any others to select these as well. Then at the top where it says 3 items or however many, tap the vertical dots on the right and select Available offline. Note that this seems a bit flakey. If I have 24 files in a folder and all but 1 are avail. Needs some experimentation. It took me a while to figure this out.
When you select multiple files, they have to all have the same offline "state" or the "available offline" menu option isn't available. If I select only files that are not available offline, I have the option to "make available offline". If they are all already available offline I have the option to "unmake" them available. Download it. If you are using an online source otehr thatn iCloud, it will download to the Photos app rather than Videos app, but assuming it is a compatible file format, should play without problem. There are some media apps available in the app store as well.

Well, Google Drive is a remote storage system, so you can only view things there when your device has an internet connection is online. The only way to view online content when your device is offline is to download and store it locally on the device.
So, I'm not sure what exactly you wish to do? Google Drive has an 'offline' switch, that makes files available to be viewed when not connected to the internet. I know this because I can and have done so with my Android phone.
My problem is that the same offline files are not viewable from my iPad Air.
